I'm working with PSP9, so my comments always correspond to PSP9.
But they shouldn't be sooo different from PSP8.
What can I do with all this Lace Things?
To give you an idea on how to use all this borders, elements and patterns,
I prepared some tips for you. Here comes the first.
What about the Lace Border Stripes?
There is more then just one possibility to use them. Why not making a nice lace frame?
Open one of the lace border stripes in PSP. Open the image you want them to go too. To get an amply workingspace, expand the canvas of your image approximately by one third. For instance: If your image has a size 400x400 px, make the canvas to at least 600x600 px. We need that to work on the image. You always can reduce the size later on. Now go to the lace border, copy and paste as a new layer on your image.
Place the lace in the bottom left corner (see below).
Here's your image, already with a wide canvas around it (use a darker color so you can see the lace better):
Now go to "Effects - Reflection Effects - Kaleidoscope", try using this settings:

TIP
It depends on the kind of lace border you use, not all of them work fine with this settings.
Try playing around with the Kaleidoscope settings!
Want the lace frame larger/smaller? Play with the "Scale Factor controller!
Also try to move the lace tile a little bit up and/or to the right.
We want to give the image a little more depth. Therefore move your lace frame behind your image. In the layer palette make the image layer activ by clicking on it in the layer palette. Add a new raster layer on top of it. Go back to the layer with your image. Go to "Selections - Select all - Float - Defloat". Your image (and only your image!) should have now these little ants running around it. Make the empty layer on top of your image activ (the one we just added), go to "Effects - 3D Effects - Cutout" and apply this:
Apply Cutout again with -4/-4.
Deselect.
That's it. We're done. If you want to, you can give the lace a gently dropshadow.
And now our picture looks like this:
To get rid of the wide canvas, click on your bottom layer (the one with the background) and make it invisible (click on the eye). Then merge together what's left over. Now you see your image including the lace frame with a wide transparent border around it. Copy and paste as new image.
Here I made some more examples, this time for round lace frames, same procedure as above, but playing around with the Kaleidoscope Effect.
