I'm working with PSP10 now, but there's actually no big difference between 9 and 10
Making a Superimposed Background
No outside filter required.
Open a background image you would like to work on.
Go to "Effects" - "Distortion Effects" - "Wind".
Apply "Wind" once from the left with 100 % and once again from the right with 100%.
Go to your Layers Palette and duplicate this Layer one time.
Rotate it by 90 Degrees to the left or the right.
Duplicate this Layer one more time and go "Image" - "Mirror".
Re-arrange the 3 Layers approximately like I did it (see image below).

Now go to your Layers Palette and "Merge Visible".
You have 1 Layer left.
Go to "Effects" - "Edge Effects" - "Enhance".

It's time to make this Layer seamless. Go to "Effects" - "Image Effects" - "Seamless Tiling" with this settings:

Your result:

You're done!
TIP:
It also works perfect, if you use a tube instead a JPG-background image. The only difference to the mentioned above is, that you have to make more layers (with rotating and mirror/flip), so you have all of your transparent background covered afterwards.
